Just a few lingering questions about Waterworks

Over the weekend, I took Erdrique back through one of the most commonly run lower level quest strings, the Waterworks.  As I was working through the quest string with a fella guildie, I wondered about a few questions that popped into my mind.  The storyline for the Waterworks suggests that the underground system of tunnels was really only designed to deal with the sewer issues for the city of Stormreach.  However, if that is the case, where in the world did the “cells” come from that the kobalds use to hold their prisoners?  Maybe it is just me, but I don’t see the kobalds themselves having the ability to design the mechanism for the cells or the ability to actually build the cells themselves.  This begs the question, was the Waterworks designed to also serve as a prison for the use of the coin lords?  Or perhaps from some other faction of Stormreach?

Another thing that I noticed, was how did the kobalds get the ability to obtain the help from of the undead?  In Shan-to-Kor, the adventurers come across a necromancer, explaining how those undead mobs related to the kobalds but in the Waterworks we don’t come across any such spell caster.  Is it possible that a number of the kobald shamans learned or dabbled in some form of necromancy?  Perhaps so, maybe they planned on raising Venn to help protect their territory…Hm, I wonder…
